O direito à cidade e a práxis bolsonarista:

os efeitos da inflexão conservadora na política urbana brasileira

RESUMO

Desde o golpe parlamentar ocorrido no Brasil em 2016, temos vivenciado um desmonte no campo das políticas públicas sociais, de modo geral, devido à inflexão conservadora que foi estabelecida a partir desse período. Este trabalho tem como foco as reverberações do projeto neoliberal na política urbana brasileira, área que também vem sofrendo as consequências negativas devido ao aniquilamento do aparato social nos últimos anos. Desse modo, pretende-se traçar uma síntese das políticas urbanas e seus efeitos através da análise das ações implementadas nos anos 2000, mas, especialmente, a partir de 2016, mais precisamente entre os governos Temer (2016-2018) e Bolsonaro (2019-2021) — este último ainda em curso. Constata-se que as políticas de caráter redistributivo implementadas pelos governos anteriores (2003-2016) foram comprometidas, causando uma ruptura no processo de desenvolvimento e inclusão social que estava em curso.

ABSTRACT

Since the parliamentary coup in Brazil in 2016, we have experienced a dismantling in the field of social public policies, in general, due to the conservative inflection that was established from this period. This work focuses on the reverberations of the neoliberal project in Brazilian urban policy, an area that has also suffered the negative consequences due to the annihilation of the social system in recent years. Thus, it is intended to outline a synthesis of urban policies and their effects through the analysis of the actions implemented in the 2000s, but especially from 2016, more precisely between the Temer (2016-2018) and Bolsonaro (2019-2021) governments – the latter still ongoing. It is observed that the redistributive policies implemented by previous governments (2003-2016) were compromised, causing a rupture in the process of development and social inclusion that was underway.
