Políticas habitacionais em favelas no Município de São Paulo

RESUMO

A urbanização de favelas no Brasil se consolidou na agenda de políticas públicas a partir de um conjunto de práticas experimentais e ações pontuais que se desenvolveram em importantes cidades brasileiras, sob responsabilidade dos governos locais. Este artigo tem por escopo a análise e discussão da construção institucional das políticas de urbanização de favelas no Município de São Paulo, buscando compreender como o tema se consolida na agenda de políticas públicas, destacando seus avanços e as limitações na garantia de melhores condições de vida dos moradores. Ao passo que há efeitos positivos dessas políticas, permanecem impasses e limitações. Se por um lado houve a institucionalização das ações de urbanização de favelas, por outro as alternâncias de postura das gestões municipais fizeram com que, nas últimas décadas, o Município encarasse o problema da precariedade em favelas de maneiras distintas.

ABSTRACT

The urbanization of favelas in Brazil was consolidated in the public policy agenda based on a set of experimental practices and specific actions that were developed in important Brazilian cities, under the responsibility of local governments. The scope of this article is to analyze and discuss the institutional construction of slum urbanization policies in the Municipality of São Paulo, seeking to understand how the topic is consolidated in the public policy agenda, highlighting the advances and limitations of these in guaranteeing better living conditions. residents' lives. While there are positive effects of these policies, impasses and limitations remain. If, on the one hand, there was the institutionalization of slum urbanization actions, on the other hand, the alternation of posture of municipal administrations caused, in recent decades, the Municipality to face the problem of precariousness in slums in different ways.
